"We laten de versterking van het socialisme niet los"
50,7% van de kiezers stemde tegen het voorstel tot grondwetswijziging. Maar Chávez laat de moed niet zakken: “Wij zijn vechters en laten het idee om het socialisme verder te versterken niet los.
Om 1.15u lokale tijd – 6.15u Belgische tijd – kwam de uitslag erdoor. De Nationale verkiezingsraad had de aankondiging van de eerste resultaten vele uren uitgesteld, omdat het verschil zo klein was. Maar uiteindelijk werd, met 88% van de stemmen geteld, aangekondigd dat NEEN het referendum had gewonnen met 50,7% tegen 49,3% voor JA.1
Chávez: “Ik begrijp en aanvaard dat de hervorming die ik heb voorgesteld is verworpen. Het was een integraal en volledig uitgewerkt voorstel. Zonder deze hervorming, dus gebaseerd op onze huidige grondwet, zullen we het nieuwe Venezuela verder opbouwen. Dat ondanks alle tegenkantingen 49% van de kiezers voor dit socialistische project hebben gekozen, is een belangrijke kwalitatieve sprong. Onze strijd is een lange strijd. Voorlopig hebben we dit gevecht voor een nieuwe grondwet verloren. Maar we geven niet op...
Waarom is de steun voor deze nieuwe grondwet onvoldoende breed gebleken? De vraag rijst of de leugencampagne en de politieke aanvallen vanuit de Verenigde Staten en vanuit de pro-Amerikaanse elite voldoende werden gecounterd. Werden de mediamanipulatie en de inmenging vanuit het buitenland correct ingeschat en beantwoord?
Operatie knijptang
Enkele dagen geleden lekte een document uit van Michael Steere, CIA-functionaris met standplaats in de VS-ambassade in Caracas, dat de vorderingen van operatie knijptang een destabilisatieplan tegen Chávez analyseert2. De CIA blijkt zich te hebben uitgesloofd in zijn steun aan de oppositie om de nieuwe grondwet te laten afkeuren. Ze leidde een publiciteitscampagne tegen de grondwet, psychologische acties om de mensen te beďnvloeden, en de samenwerking met persagentschappen en met nationale en internationale media.
Zo werden kleine handelaars angst ingeboezemd dat ze zouden onteigend worden, en dat hun winkeltje staatseigendom zou worden. Een ander absurd voorbeeld van de anti-Chávez campagne was een paginagrote advertentie onder de titel “Als je een moeder bent, dan verlies je! Want je zal je huis verliezen, je familie en je kinderen (kinderen zullen eigendom worden van de staat). Deze illegale advertentie werd verboden door de Venezolaanse verkiezingsraad, maar was ondertussen in allerhande privé-media overgenomen. De reactie van Chávez was om er grappen over te maken in zijn vele toespraken, om zo de invloed ervan tegen te gaan.
Tijdens zijn reactie op de uitslag citeerde President Chávez zijn grote voorbeeld Simon Bolivar, de leider van de onafhankelijkheidsstrijd van Latijns Amerika in de 19de eeuw: “Ik heb naar de stem van het volk geluisterd en ik zal dat altijd doen.” Bij de presidentsverkiezingen van december 2006 waren het nog bijna 7,3 miljoen Venezolanen die Chávez steunden. Deze keer waren dat er slechts 4,3 miljoen. En veel meer mensen bleven thuis (44%). We moeten deze situatie analyseren. We zijn er niet in geslaagd deze mensen te bereiken, en we moeten dus bekijken wat er is gebeurd. stelde Chávez.
Chávez blijft optimistisch: Deze nederlaag betekent zeker niet dat ons toekomstproject heeft afgedaan. Nee, op basis van de huidige grondwet gaan we door met de verdere opbouw met een Venezuela dat zich politiek, economisch, sociaal, en moreel versterkt. Maar het zal nu trager en moeizamer gaan. We zijn vechters en we laten het idee om het socialisme verder te versterken niet los.”
